  1. STEP 1: Heat treat the flour by baking it in the oven at 350°F for about six minutes or microwaving it for 1-2 minutes while stirring, ensuring it reaches a temperature of 160°F. Let it cool.
  2. STEP 2: In a bowl, cream together granulated sugar, brown sugar, butter, vanilla extract, and milk until smooth, about 2-3 minutes.
  3. STEP 3: Gently break up clumps of cooled flour with a spoon and sift it into the creamed mixture, discarding any large bits.
  4. STEP 4: Mix the sifted flour and salt until well incorporated and the mixture forms a dough-like texture.
